..apparently, according to some study. The city is alright for cycling, it probably says more about how bad the others are really. For me as a foreigner it might even be harder to balance between where I am supposed to drive, where I am allowed to drive and where I actually want to drive. I bought a new fixie after I moved here. Probably not a wise decision in this hilly town but I love these kind of bikes and now I finally moved back to a place where they are semi-usable (as opposed to the Austrian mountains).
